Corporation Commission Race Draws Heat Over Power Bills and Data Centers

PHOENIX — Arizona’s usually quiet Corporation Commission race is drawing unusual attention this fall as voters weigh rising utility bills against a surge of data-center growth.

Incumbent Republican Kevin Thompson and GOP lawmaker Ralph Heap are running against Democrats Jonathon Hill and Clara Pratte for two seats on the five-member panel that regulates investor-owned utilities. The commission is still all-Republican, so a Democratic sweep would not flip control but could reshape debates over rates and large-load customers.

APS and Tucson Electric Power have sought rate increases of roughly 13% to 14%, after sizable bumps in recent years. Hill and Pratte argue ratepayers risk subsidizing power and grid upgrades for AI data centers and want independent scrutiny of whether big users truly pay their own way. Thompson has defended growth and said large-load customers should cover costs tied to serving them; Heap has also backed data-center expansion for AI competitiveness.

Voters can choose up to two candidates on the Nov. 3 ballot. Affordability advocates say checking who sits on the commission is as practical as reading the monthly electric bill.
