Tucson to Close Congress Street to Cars on Halloween in Pedestrian-Only Test

Congress Street in downtown Tucson

TUCSON — The city of Tucson will close a stretch of downtown Congress Street to vehicles on Halloween night in a pilot that could help decide whether the street becomes pedestrian-only for good, KJZZ reported.

Starting at 5 p.m. Oct. 31, a quarter-mile of Congress from Toole Avenue to just east of Scott Avenue will be closed to traffic. Only pedestrians and the Sun Link streetcar will be allowed until the street reopens at 3 a.m.

“We’ll really be looking at this as something to learn from,” said Jenn Toothaker, deputy director of Tucson’s Department of Transportation and Mobility. The city plans to gather feedback from pedestrians and merchants.

Ride-share drop-off zones will be set up outside the closed area, and emergency vehicles will still have access. Toothaker said up to 40,000 people are expected downtown on Halloween.
