China’s Communist Party Opens Four-Day Plenum Focused on Discipline as Xi Eyes a Fourth Term

HONG KONG — China’s top Communist Party leaders began a four-day closed-door meeting Monday focused on tightening party discipline, as President Xi Jinping presses for more loyalty from officials and continues his long-running anti-corruption drive, NPR reported.

The gathering, the fifth plenum of the party’s Central Committee, comes about a year before Xi is widely expected to secure a fourth five-year term as party leader, along with personnel changes in top leadership bodies.

Xi opened the meeting with a work report and a draft policy decision on advancing “full and rigorous party self-governance,” aimed at making officials more disciplined, effective and less corrupt, according to the state Xinhua News Agency.

“The plenum is a chance to ensure the new generations rising the ranks share Xi’s assessment of the opportunities and risks China faces,” said Ruby Osman of the Tony Blair Institute for Global Change.
